To support the development of Agriculture in Guyana, by ensuring that the
financial administration of the Ministry is carried out in accordance with the Financial
Administration and Audit Act, Financial and Stores Regulations and relevant circulars.

- Manage and control all funds distributed to the Ministry so
as to ensure that all expenditures are properly made and recorded in accordance with
approved programmes, established Financial, Administrative and Audit Legislation,
regulations, rules, procedures;
- Take steps to secure additional funds where there is a
shortfall or in the event of an emergency or unforeseen expenditure;
- Co-ordinate the preparation of Estimates of Expenditures and
Revenue of the Ministry;
- Arrange for inspection of departmental records and inform
Heads of Departments of any deviations from the established rules and procedures and
ensure that corrective action is taken to rectify the situation;
- Arrange meetings of the Ministerial Tender Board and ensure
that all decisions taken are properly recorded for appropriate follow-up action;
- Collect revenue from departments, ensure that it is
accurately recorded and paid to the Consolidated Fund, and assist in the identification of
potential areas for increased collection;
- Advise the Accounting Officer and other senior managers on
financial matters;
- Implement internal controls and co-ordinate audit functions
to ensure effective, efficient and proper allocation and utilisation of funds;
- Establish computerised costing collection system for the
Ministry;
- Facilitate the implementation of programme budgeting;
- Facilitate the introduction of information technology in
the budgeting and finance area;
- Ensure that all payments are made in a timely manner within
the ambit of the legal/administrative provisions and that all accounts are reconciled
regularly;
- Ensure that all cash-flow and financial statements,
compliance certificates and returns are submitted on a timely basis;
- Maintain relevant financial records and monitor the
processing of financial information by all sections;
- Maintain inventories of materials and equipment and ensure
that they are properly controlled;
- Conduct surprise and verification inspections on officers
who receive and expend money, and report findings;
- Identify and recommend measures for effecting efficiencies
and saving in Departmental operations
