To survey and map the land and water resources of Guyana, to be custodians of all
public lands and administer these effectively in the national interest, and to provide
land-based information to a broad range of public and private sector entities and
interests.

Land Administration
- Process applications for the distribution of
State and Government lands, including, transfer and cancellation of leases;
- Review, file and record application, approvals, issuance,
renewals, transfers, cancellations and surrenders of land titles and leases;
- Maintain a land register for Government and State lands;
- Make recommendations regarding rental charges where
appropriate;
- Make recommendations regarding the rental setting system,
from time to time;
- Investigate complaints and carry out land investigations
which facilitate the processing of applications, the monitoring of leases and identifies
squatting on State and Government lands;
- Advertise transfer and cancellations of leases;
- Issue Permissions to Mortgage to Lessees for State and
Government Lands;
- Provide guidance to, and service the Lands Selections
Committee systems;
- Monitor, evaluate and make recommendations to the
Commissioner on the Land Selection Committee system;
- Investigate and provide the Commissioner of Lands and
Surveys with the relevant background information regarding land disputes, which ensures
adequate legal representation in court proceedings;
- Represent the Commissioner of Lands and Surveys in court
actions involving land disputes;
- Assist in the preparation of a training programmes for the
Lands Division staff regarding Land Policies and issues, and provide technical and
managerial direction to staff.
Surveys and Mapping
- Survey, sub-divide and demarcate publicly-owned to
facilitate issue of title to farmers, entrepreneurs and other developers;
- Complete the drafting of plans of areas surveys by the
department;
- Record and reproduce plans by surveyors under the Lands
surveyor's Act, Cap. 97:01;
- Maintain custody over and safe storage of Cadastral Index
Maps, Plans, Leases, Diagrams and survey field notes derived from surveys of
publicly-owned and other lands;
- Distribute maps, prints and Gazetteer of Guyana to interest
persons at a cost and assist in duplication of legal titles for sale;
- Assist the general public regarding information on, and the
preparation of descriptions for applications for publicly-owned lands;
- Prepare, print, reprint and publish appropriate maps of
Guyana at various scales for development planning and administration and for the general
public.

- Advise Government on Land Policies;
- Ensure that management of State and government lands is in
accordance with legislation and Government policy;
- Co-ordinate and manage the Government's systems and
procedures of the distribution of lands, through an organised system of assessments,
selection criteria and appeals processes;
- Advise Government on new areas to be mapped and the
revision/reproduction of maps and plans;
- Issue land titles and leases for all purposes excluding
forestry and mining;
- Provide special land administration services for Government
Land Development Schemes;
- Engage in such legal action as is necessary to protect the
Government's interest in land matters;
- Support the development of lands in Guyana by ensuring
timely, effective and efficient management of financial resources of the Land and Surveys
Department in accordance with established legislation, financial rules, procedures and
circulars;
- Collect all revenues payable to Lands and Surveys, inclusive
of land rents, maps sales and other services provided;
- Assist in the development of State and Government Lands for
agriculture and associated settlements through surveying and appropriately mapping land
and water resources;
- Produce and reproduce maps for development planning and
administration;
- Survey all state and Government lands for the purpose of
granting leases and other forms of title, with the exception of forestry and mining, in
accordance with the laws of Guyana;
- Provide accurate and reliable information to the public,
other Ministries and Agencies;
- Administer the Lands Surveyor's, River navigation, Land
Registry, State Lands and the Lands Department Acts;
- Identify and organise the training needs of the Department
of Lands and Surveys;
- Set and enforce national standards in Surveying and Mapping;
- Function as the Chairman of the Lands and Surveyors Board of
Examiners, and as Examiner;
- Co-ordinate with other agencies concerned with land-based
resource management (Guyana Geology and Mines Commission, Guyana Forestry Commission,
Central Housing and Planning Authority and Environment Protection Agency, etc.) with the
objective of ensuring orderly and sustainable occupancy and use of lands;
- Upgrade the technologies and systems involved in surveying,
mapping, land administration and the support services of the Department of Lands and
Surveys;
- Effectively administer the Lands and Surveys Department;
- Take legal action in cases of illegally occupancy and and
non-compliance with terms and conditions of titles, as necessary to defend Government's
interest or rights in lands.
