The functions of GRDB are:

  1. To develop the rice Industry in Guyana and to promote the expansion of the export trade in the said industry.
  2. To establish facilities for the conduct of research, relating to rice and extend to farmers through an established system the benefits derived from such research.
  3. To engage in such promotional and developmental activities which the Board deems necessary for the purpose of developing the rice industry.

Organisational structure  


The organisational structure is as follows:

This department should be headed by a Finance Controller but since its inception the department is headed by an accountant with back-up staff such as two Assistant Accountant, two Accounts Supervisors, a Confidential Secretary, a Cashier, an Audit Clerk and three Accounts Clerks.

They deal with all matters relating to Finance for the Organisation, responsible for the day to day financial operations for the Organisation.

This department is headed by the General Manager, an Administrative Manager/Corporate Secretary, with back-up staff being a Personnel Officer, Confidential Secretary, Typist Clerk, Office Attendants and two drivers, the internal security guard also falls under the day to day operations of the Organisation.

This department is headed by a Marketing Manager, an assistant Marketing Manager (operations) a Confidential Secretary, two Customs Clerks, and a general duties clerk.

Responsible for the grading and certification of all rice, paddy and by-products for exports and local consumption.

Headed by a Manager, a Confidential Secretary, Research Assistant, Lab Attendant, Regional Co-ordinators in the four Regional Offices, Grading Officers, Wharfingers, Techinical Assistants, Typist Clerks.

Responsible for the grading and certification  of all rice, paddy and by-products for exports and local consumption.

Headed by a Chief Scientist, with back-up staff comprising of Agronomists, Plant Breeders, Entomologists, Research Assistants, Technicians, Clerks, Typists etc.

Responsible for carrying our research on paddy, soils, and producing paddy for distribution to farmers.

This department was previously headed by a Director of Extension, but since his retirement a year ago no one has been appointed to head the department. Back-up staff could be found in all four Regions (2,3,4&5 and 6). Supervisors are designated as Regional Rice Extension Officers and District Rice Extension Officers.

Their main functions are to monitor the crops inclusive of seed paddy acreage and to report any outbreak of pests or diseases in the fields and to advise farmers on what action to take with respect to the use of control measures.

Objectives

GRMEDA was established to fulfill three main objectives.

  1. To be the recognised representative organisation of rice millers and rice exporters and other rice industry operators.
  2. To provide a common forum for the interaction of persons, organisations and institutions impacting on the rice industry,
  3. To promote the development of the rice industry through the design and execution of appropriate programmes and to function as a conduit for channeling assistance - technical and financial - to rice industry operators.  

Structure

The Association is organised on a  geographical area basis.             

Area 1 Essequibo Coast
Area 2 Essequibo Islands/west Demerara
Area 3 East Coast Demerara/West Berbice
Area 4 East Berbice/Corentyne

The Association is managed by a Board of directors, made up of fifteen (15) persons, through a permanent full-time Secretariat.

The Board of Directors are elected annually at an Annual General Meeting by a Government Council comprising twenty (20) elected representatives, five (5) from each of the four (4) designated geographical areas of the country.

Accountability

The Association complies with the legal requirements to file audited accounts with the Guyana Revenue Authority (GRA)

Linkages with Institutions at:

  • National Level

GRMEDA is represented on the:

  • Guyana Rice Development Board (GRDB) and its ancillary bodies.
  • Board of the National Agricultural Research Institute  (NARI) of which its representative is Chairman of the Agriculture Sub-Committee.
  • Private Sector Commission of Guyana Ltd (PSC)
  • Regional Level      

GRMEDA is a founder member of the Caribbean Rice Association Limited (CRA) of which its representative is Chairman.

Also, one of GRMEDA's Directors is Chairnan of the Technical Advisory Committee. (TAC) of CRIDNet.
